Funding Lunacy Since 1983

Picture for a moment, dear reader, a weapon that would effectively neutralize the enemy's communication satellites by jamming the very medium that allows radio waves to travel (AKA, the Ionosphere) . Imagine that this weapon came with massive risks, like say, burning massive holes in the ozone layer that protects us from being fried a live by the suns radiation. What kind of horrors could you see the nation in possession of this weapon do?
Well, lets say they get a bit nerved at some poor middle eastern country and unleash a burst of radiation over a specific location, as deadly and effectively as a nuclear bomb, leaving all life demolished while leaving buildings and equipment unharmed. There would be no where to hide, not even underground because this weapon can send RADAR deep into the earth, showing the enemy's underground bases (as well as new oil deposits and toxic waste and stuff).  Sounds like science fiction, eh?
I only wish it was. You see, dear reader, following Ronald Regan's call for scientists to become more involved in millitary nonesence in 1983, the Senate funded a project called HAARP ( High-frequency Active Auroral Research Project). HAARP intends to turn the aurora borealis into an antenna, an antenna of destruction, that rebroadcasts  ELF (extremely low frequency) waves deep into the earth. The project started out good. It was supposed to be used to enforce the ban on weapons trade, but like most mad experiments, quickly developed a darker side.
HAARP could be used to affect men's moods, control their minds even and do it over large masses of land. The fear is caused by the fact that HAARP works on the same low frequencies as the human brain, and this may give HAARP's operators the ability to redirect the emotions of those targeted, give the US Navy and Air Force potential mind control. Now I don't know about you, dear reader, but that gives me the heebie jeebies.
Weather you're one of the nut jobs who supports HAARP or one of us, who oppose HAARP, the fact remains; man's greatest down fall is the lust for power. And HAARP is simply pulsing with power.
